Dear Sandra,

As I think upon our very enjoyable evening, my thoughts turn to the disruption you felt was being caused by the outdoor light of your next door neighbours. I have some remedies to recommend:

Purchasing a laser light with various “gag” attachments that change the beam into various humorous messages, such as “Dick” and “Asshole.”This can be either aimed in their windows to shine on a wall within, or blazoned across their house wall for passing drivers to see.

Joe sneaks up to their home after they have certainly gone to bed, removes the light fixture, and installs into its wiring a timer which only permits the light to be turned on at hours that meet your approval. I recommend that this timer be something you can set remotely, in order to better cope with changing natural light levels through the seasons.
Should these alternatives not be acceptable and given that your next door neighbours are suspected of being in the witness protection program, perhaps a direct approach is in order. When you make your intervention, you could name-drop monikers like, “No-Nose Nickie” and “Jimmie Two Fingers.” These references should help your upslope neighbours to draw the correct conclusion that cooperating with you would be in their best interest.
